Pdf Summary
The presentation explains how CPA firms should implement, monitor, and evaluate a system of quality management (SQMS) under SQMS No. 1 and No. 2. Firms were required to design and implement their systems by December 15, 2025, with the first annual evaluation due within the following year. Engagement quality review requirements apply to engagements beginning on or after the relevant effective dates.

A successful system provides reasonable assurance that engagements comply with professional standards and reports are appropriate. It should be documented, communicated to personnel, and cover eight components, including governance, ethics, acceptance and continuance, resources, engagement performance, communication, and monitoring.

Common design weaknesses include unclear role assignments, inadequate risk assessment, generic or undocumented responses, and insufficient evidence. Common operational breakdowns include poor scheduling and resourcing, ineffective supervision, inconsistent standards application, and weak communication across offices or teams. EQR policies should define risk-based triggers, reviewer qualifications, timing, scope, and documentation.

Monitoring should assess the whole system throughout the year and include representative, risk-based inspection of completed engagements. Firms should collect findings centrally, assess their severity and pervasiveness, identify root causes, and implement timely corrective actions. Engagement-level problems may also require omitted procedures, report correction, or other remediation. Results and actions must be communicated to responsible leaders and personnel.

At least annually, the managing partner or equivalent evaluates whether the system provides reasonable assurance. Possible conclusions are that it does, does so except for severe but nonpervasive deficiencies, or does not. The conclusion should be supported by monitoring results, remediation evidence, and other information about system performance. During the initial implementation year, firms may focus evaluation on the period when the new system operated and should document their approach.

Firms should revisit quality risks and responses as circumstances change. Peer reviewers will assess both system design and operating effectiveness, considering the nature and extent of issues, documentation, adoption delays, and engagement conformity.
